Baghdad, Iraq

Baghdad, Iraq (CNN) -- The Iraqi parliament passed an amended election law Monday, but it failed to address concerns of the country's Sunni Arab vice president. That raised doubts about whether nationwide elections will take place as constitutionally required in January.
A nationwide election in Iraq is seen as barometer of Iraqi progress toward stability and a requisite for the United States to withdraw troops by summer. U.S. military officials have said they will begin to draw down combat forces about 60 days after the polling.
Gen. Ray Odierno, the top U.S. commander in Iraq, last week said there will be some flexibility on withdrawal dates.
"In terms of difficult decisions about troops, again, that's a long way off," he said Wednesday. "I think we are set up and we're flexible enough from between now and the first of May, frankly.
"And so I feel very confident that I don't have to make any decisions until late spring -- and that would then be based on if we believe that there is some sort of instability that would be created that would significantly change the path that Iraq is on. And if that happened, then we would have to go back and get further guidance from Washington, but I don't see that happening right now."
Kurdish leaders had threatened to boycott the election unless certain changes were made; the law parliament passed Monday included revisions the Kurds had sought.
Parliament passed an election law last week, but Iraqi Vice President Tariq al-Hashimi, a Sunni Arab, vetoed it. He urged changes to increase the number of seats in parliament allocated to refugees, many of whom are Sunni Arabs.
According to Iraq's constitution, the presidency council -- made up of Kurdish President Jalal Talabani, Shiite Vice President Adel Abdul Mehdi and al-Hashimi -- must unanimously approve a bill for it to become law. With the changes al-Hashimi urged not included, he is likely to again veto this version of the law.
After a second presidency council veto the legislation would return to parliament, where a two-thirds majority vote would be needed to overturn the veto.
This already time-consuming process may even take more time as parliament on Monday adjourned until December 8 for the Muslim Hajj pilgrimage and the Eid al-Adha holiday at the end of November.
Iraq's constitution sets January 31 as the latest date for national elections. But meeting that deadline does not seem possible anymore, raising concerns of instability if the current government is seen as illegitimate after that date.
The country's Independent High Electoral Commission has said a January vote is unlikely at this stage. Saying it will need 60 days to prepare for the polls, the electoral commission suspended its elections preparations after al-Hashimi's veto last week.
U.S. Secretary of State Hillary Clinton weighed in on the situation Monday.
"We believe, on balance, that there will be elections," she told reporters. "They might slip by some period of time until this is worked out, because at some point the law has to be in place for the planning to begin, and so there necessarily needs to be a period of time in which the planning can occur.
"But we have every reason to believe that elections will be held, which will be another milestone on the journey that Iraqis are taking toward full and comprehensive democracy."

Tuesday with Morrie

This book was written by Mitch Albom and in his book he talked about Morrie and how he live his life and his death. Morrie is a strong man but his body was sick but his mind was strong. He was a professor and loved to teach all his life he love to teach even when he was sick. He worked hard to live his life and to be strong for other's. In this book Mitch talked about his teacher how he had a strong love for other's. It will makes you feel like you want cry, laugh, sod really hard.The most important thing in the book of life is to learn how to give out love, and to let it come in. That is what Morrie teaches his students and his friends. He had a very good heart for all the people. He was sick, but he was strong. He worked hard to live life and be strong for other's, he liked naming things, he had several ideas, he loved to dance and he love to sing he loved every thing. He was a really good parson and good teacher. This book taught me how to be strong and how to be nice to other's as long as we can love each other and remember the feeling of love we had. We can die without ever really going away. All the love you created is still there. All the memories are still there. " you live on-in the hearts of every one you have touched and nurtured while you were here"p174. That is what I learned from this book. Mitch's narration uses very basic language, as most of the book is composed of dialogue between him and Morrie, word-for-word. This book was a great book. I had to read it for speech class and once I started reading it, I couldn't stop. It was funny, sad and inspiring. It will make you cry, laugh, sob really hard. Mitch was loved Morrie a lot and the last thing Mitch said to Morrie was " you're my only brother," he said "I don't want to lose you I love you" Pg191. This book was largely Morrie's idea. I think the tone of this book has to do with Morrie and Mitch having a lot of respect for each other Mitch loved Morrie a lot "The truth is ,when our mothers held us, rocked us, stroked our heads-none of us ever got enough of that. We all yearn in some way to return to those days when we were completely taken care of -unconditional love, un-conditional attention. Most of us didn't get enough. "I know I didn't " Pg116. But the most impressive is where Morrie teaches his pupil to distinguish between 'need' and 'wants'. If you have not read this book, you do not know what you are missing. It is a true story of a man dying of ALS disease and how he conquers each fear to the end. Beautifully written because it is straight forward. Nothing fake. Great story, great writing. very moving and wonderful artistic work I would recommend it to anyone. It's an easy read. I hop you enjoy read this book!!!!!!!!!!!! :)

Television, newspapers,magazines,and other media pay too much attention to the personal lives of famous people and celebrities. It is known that too much is no good in anything,everything has to be balanced. The involvement of the television,newspapers magazines, and other media are disturbing the lives of the celebrities. In this essay i will explain why i agree with the statement .

Famous people have no peace and no private life and intimate moments with the involvemenet of media .It is terible to live your life in no privacy and intimacy .I agree that famous people and celebrities have to know that a public life has the positive part and the negative part. But,too much involvement in the life of celebrities is against the human rights .Every person should have the right of intimacy. For example Lady Diana's private life was harassed and hunted by the television, newspapers,and magazines. She was not able to spend time alone in a vacation with her own children .I agree that people love to be informed but everything has to have a stop somewhere.

For some people gossip is like a sickness, so they need this information about famous people like food . This kind of people do not think about other's feelings,they just live for hunting other's private life, therefore, they need more and more to know. They hunt the celebrities in their wedding, honeymoon , vacations and the most intimate moments.

Although public figures are role models for many people and they love to know everthing and anything about their life , I believe that television, newspapers, magazines pay too much attention to the personal lives of famous people . I believe people they learned a lot thing from television, newspapers, magazines and I hope you learned something new

To day I want to talk about the importance of human creativity How do we define creativity? The most frequent answers are "new", "unique". "different", and "better". The dictionary provides little assistance: "creativity: the ability to create". Creativity consultant Joyce Wycoff (1991) defines creativity as "new and useful". Creativity is the act of "seeing things that everyone around us sees while making connections that no on else has made." (p. 22) At the other end of the spectrum, B.F Skinner (1974), the foremost expert on behaviorist theory, describes creative individuals as very good at generating mutations. He points out that people who produce more mutations are more likely to generate one that is reinforcing. The behaviorist theory falls short because it fails to recognize or explain the uniqueness of individuals.
In the classic book Science and Human Values, (Harper & Row. 1956) J. Bronowski states that the creative activity of the scientist and the artist are the same. Creativity is an attempt to discover "hidden likeness" in the universe. It is a search for recognition and order.
Many writers and artists have described creativity as something external to the body. They believe that the source of inspiration exists outside the person. Author Joseph Heller describes his own experience. "I don't understand the process of imagination though I know that I am very much at its mercy. I feel like these ideas are floating around in the air and they pick me to settle upon. The ideas come to me. I don't produce them at will" (Zdenek, 1983, p.10). In contrast, business analysis Scott Witt (1983) believes that new ideas are never original, but rather, they involve the combining and adaptation of other people's ideas. He refers to the brightest people in business, science and arts, as Creative Copycats because their ideas are an adaptation of other products, formulas or systems.
Child development author Joseph Chilton Pearce describes creativity as "moving from the known to the unknown." Culture exerts a negative force on creativity according to Pearce, however, "were it not for creativity, culture itself would not be created". (Pearce, 1974, p. 23)
Donald Hebb, one of the foremost theoreticians on the subject of the human brain, believes that "every normal human being is creative all the time...it is not something that occurs only in outstanding individuals". (Restak, 1984, p. 228)
Creativity is an expression of our unique perspective to a situation or problem. It transcends our desire to be part of the group. Abraham Maslow referred to self-actualization as the need to express our individual talents and become the best that we can. It is a drive to fulfill our potential. Maslow identified fifteen traits of a self-actualized person. These included highly valued traits such as self-acceptance, spontaneity, independence, tolerance, altruism, ethics, and capable of loving others. (Wycoff, 1991, p. 24)

Story about 9/11 and how other's people fell. I was living in Alexandria, Virginia at that time, and working out of my home. For some reason I woke up real early that morning, and turned on the tv to watch the news, which I never do. But although I did this, I had the volume low, and went up to the loft to get on the computer. Around 8:55 a.m., I walked over to the top of the stairs and looked down at the tv. What I saw didn't make sense to me because it was showing smoke and flame from the World Trade Center, and I could read the word -- Live. I kept thinking that doesn't make sense -- why are they showing file footage from 1993, and saying it's Live? I then went downstairs and turned the volume up and watched, finaly realizing this was indeed -- Live. A few minutes later I saw the second plane hit. I was totally shocked, and couldn't believe what I was seeing and hearing.

I kept watching, and so heard about the plane hitting the Pentagon. I started calling close friends to find out if they'd heard, and/or if they were okay. One friend asked me to pick him up cause they'd been let go from the FDIC, and the metro was shut down. I left my house and got caught up in a horrific traffic jam -- the likes of which I hope I never get caught in again. Everybody was leaving DC, and instead of taking only about 36 minutes or so to pick up my friend, it took me over two hours. When I finally got back home I spent most of the rest of the day watching tv, and crying.
The September 11 attacks (often referred to as September 11 or 9/11) were a series of coordinated suicide attacks by Al-Qaeda upon the United States on September 11, 2001. On that morning, 19 Al-Qaeda terrorists hijacked four commercial passenger jet airliners. The hijackers intentionally crashed two of the airliners into the Twin Towers of the World Trade Center in New York City, killing everyone on board and many others working in the buildings. Both buildings collapsed within two hours, destroying nearby buildings and damaging others. The hijackers crashed a third airliner into the Pentagon in Arlington, Virginia, just outside of Washington, D.C. The fourth plane crashed into a field near Shanksville in rural Pennsylvania, after some of its passengers and flight crew attempted to retake control of the plane, which the hijackers had redirected toward Washington, D.C. There were no survivors from any of the flights.

In total 2,993 people, including the hijackers, died in the attacks. The overwhelming majority of casualties were civilians, including nationals of over 90 countries. In addition, the death of at least one person from lung disease was ruled by a medical examiner to be a result of exposure to dust from the World Trade Center's collapse.

The United States responded to the attacks by launching a "War on Terrorism", invading Afghanistan to depose the Taliban, who had harbored al-Qaeda terrorists, and enacting the USA PATRIOT Act. Many other countries also strengthened their anti-terrorism legislation and expanded law enforcement powers. Some American stock exchanges stayed closed for the rest of the week following the attack, and posted enormous losses upon reopening, especially in the airline and insurance industries. The destruction of billions of dollars worth of office space caused serious damage to the economy of Lower Manhattan.

The damage to the Pentagon was cleared and repaired within a year, and the Pentagon Memorial was built on the site. The rebuilding process has started on the World Trade Center site. In 2006 a new office tower was completed on the site of 7 World Trade Center. The 1 World Trade Center is currently under construction at the site and, at 1,776 ft (541 m) upon completion in 2011, it will become one of the tallest buildings in North America. Three more towers were originally expected to be built between 2007 and 2012 on the site

Genie's mother was partially blind due to cataracts and a detached retina, and her father (who was 20 years his wife's senior) was mentally unbalanced, a condition that worsened after his mother's death in a hit-and-run accident.[citation needed] Genie was the fourth (and second surviving) child, and had an elder brother who also lived in the home.
When Genie was between 14 and 20 months of age and was just beginning to learn speech, a doctor told her family that she seemed to be developmentally delayed and possibly mildly retarded. Her father took the opinion more seriously than it was expressed by the doctor, apparently deciding that she was profoundly retarded, and subjected her to severe confinement and ritual ill-treatment in an attempt to "protect" her.
Genie spent the next 12 years of her life locked in her bedroom. During the day, she was tied to a child's potty chair in diapers; at night, she was bound in a sleeping bag and placed in an enclosed crib with a cover made of metal screening. Indications are that Genie's father beat her if she vocalized, and he barked and growled at her like a dog in order to keep her quiet. He also rarely allowed his wife and son to leave the house or even to speak, and he expressly forbade them to speak to Genie. By the age of 13, Genie was almost entirely mute, commanding a vocabulary of about 20 words and a few short phrases (nearly all negative), such as "stop it" and "no more".

Today I want to talk about wild chid about life child her name is Genie.Genie is the pseudonym for a feral child who spent nearly all of the first thirteen years of her life locked inside a bedroom strapped to a potty chair. She was a victim of one of the most severe cases of social isolation in American history. Genie was discovered by Los Angeles authorities on November 4, 1970.
Genie's discovery was compared extensively with that of Victor of Aveyron, about whom a film was made, The Wild Child. Psychologists, linguists and other scientists exhibited great interest in the case due to its perceived ability to reveal insights into the development of language and linguistic critical periods. Initially cared for in the Children's Hospital Los Angeles, Genie later became the subject of acrimonious debate over where and with whom she should eventually live, moving between the houses of the researchers who studied her, to foster homes, to her mother's house, and finally to a sheltered home for adults with disabilities in California. Funding and research interest in her abilities eventually ceased. In 1994 a book was written about her case by Russ Rymer.

The last day of the work


I'm so upset because today is the last day of the work. On the first day of work, I was so nervous, but when I met Henny,Shuan,Nabin,and Thao, I was so happy because I felt like I was with my brothers and sisters. Then I met Cyndi and she looked like the mother. Now I am so upset because I will miss my sisters, brothers, and other mother. I will miss my office and computer. The people at my work are friendy. They are also so cute and very good. They like coffee and have nice likeable faces because they smile a lot. They love to teach and they love the hard working. I love to work with them. They teach me a lot about blogs and English. I also have a lot of fun at work and I want to say that I am so happy to know about every one. I Thank you god to know these people and I will never forget them in my life. I am so happy. Thank you sincerely for every thing you have given me to help me know more about English and blogs.

Chid Labor in Africa



Child Labor in Africa
Child Labor is a big problem in this world, millions of children are put to work in dangerous locations and are put in unhealthy conditions.
Out of all the places in the world, 28% of child laboring occurs in Africa. Children from ages 5-14 are involved in working, some to make money for their family, and some to live. Most girls work as housemaids or in the market, some are treated as slaves and work all day and night peddling goods for marketing or caring for the young. Some of them were also threatened and psychologically abused, including death threats and warnings that they would never see their parents again.
Most child laborers in Africa are working in agriculture at Nigeria in the cocoa fields. Nearly half of the chocolate produced in the United States come from the cocoa that the labors harvested. The human rights watch has interviewed boy and girl child labors from Nigeria about what they do. Though some children escaped, they still end up living on the streets or pleading to sleep at the home of strangers. Others volunteering to work after the pleading of their parents to escape their severe poverty.
Young Togolese boys couldn't afford to pay the school fees and then agreed to do agricultural work in Nigeria. They would work up till thirteen hours of work a day, cutting brushes, planting seeds, or plowing dirt. They've be free in about eight months to two years! They been given a bicycle when they've been let go, and were told to use it to peddle home. Some kids were able to return home, but they've been paid at minimum wage and are in and unhealthy condition

Today I want to talk about what I have been doing this summer. I've been working at the Iowa Department of Human Rights. I have also been attending DMACC on Tuesday and Wednesday afternoons and go to tutoring on Mondays. At DMACC I take speech and computer classes. In speech class, I write about my goals for the future. I think DMACC is so small because compared to my hometown, Baghdad, I get tutored in the subjects of math and reading. I have improved my writing and reading skills in English. My tutors are very nice and helpful. I want to thank everyone for everything they have provided me in the process of learning English. I'm so happy because I now know many things about the English language and the work experience. I'm so happy to know more people. At my job , I interview people and write about them. I take pictures. I do this because I want to know more about their life. I want to be a journalist and write about people ,so I want the people to know more about something new.

Yesterday, I went with my friends at work to the Iowa State Capital. It was so fun because this was my 11th time and I already knew a lot of information about the Iowa State Capital. Here is some information about the Iowa State Capital: The capital of the state of Iowa is Des Moines. It is a pretty big city and the capital building has a gold top. People have actually tried to climb to the top and cut gold off a piece, but the cops came and arrested them. It's a fun town with a good amount of people. Iowa is known as "The Hawkeye State".

AS WORLD WAR II was drawing to a close in February 1945, U.S. President Franklin Roosevelt and Saudi King Abdul Aziz ibn Saud met aboard a U.S. battleship in the Suez Canal for the first time. For nearly six decades afterward, the United States and the Kingdom of Saudi Arabia enjoyed an unusually close relationship. U.S. companies, which had discovered black gold in the Saudi desert in the early 1930s, built the kingdom into the world's leading petroleum exporter and a major source of oil for the U.S. market. The Saudis, in turn, made their territory and military facilities available to U.S. forces in order to assure U.S. protection of the House of Saud.
That "special relationship" was buried in the ashes of the World Trade Center and the Pentagon. Fifteen of the 19 hijackers who participated in the 9/11 attacks were Saudi nationals, and the mastermind, Osama bin Laden, is the scion of one of the kingdom's most prestigious families--two facts that exposed Saudi Arabia to withering criticism in the U.S. Congress and the U.S. media. The largest contingent of "enemy combatants" picked up by U.S. forces in Afghanistan as they swept aside the Taliban regime in late 2001 turned out to be Saudi. And many of the suicide bombers who have killed U.S. troops in Iraq since Saddam Hussein was ousted in 2003 have been Saudis, too. Unlike many other Arab and Muslim countries--including Bahrain, Egypt, Jordan, Kuwait, and Pakistan--Saudi Arabia is today not even designated as a major non-NATO ally. Washington and Riyadh speak of a "strategic dialogue," a diplomatic term of art that obscures whether the two governments think of themselves as friends or foes.
After viewing the United States as its primary source of security for decades, the Saudi royal family regards it today as a major cause of insecurity. The Saudi government is struggling to determine how close to the United States it wants, or can afford, to be. Since 9/11, Riyadh has become increasingly distrustful of Washington and far more assertive in pursuing its own interests. Above all, it does not want to be branded Washington's moderate ally in the Arab world-- a label that the Bush administration sought to apply in order to cast the kingdom as its close partner in a struggle against Iran. Saudi Arabia is seeking to forge partnerships with China, Europe, Russia, and regional powers such as Pakistan and Turkey and no longer grants Washington as much influence in determining its defense and foreign policies. It wants the U.S.-Saudi relationship to be normal, rather than special.THE U.S.-SAUDI partnership began to unravel even before the shock of 9/11. Soon after George W. Bush took office, Crown Prince Abdullah-- who became king in August 2005--grew angry with Washington for not paying serious attention to the Middle East peace process. In August 2001, he threatened to freeze Saudi political and military cooperation with the United States unless Bush took action to revive the faltering negotiations. In response, Secretary of State Colin Powell declared in November that the United States would pursue a new policy, supporting the Saudi goal of an independent Palestinian state alongside Israel--an idea that was later formalized in Abdullah's 2002 peace plan offering Israel normalization of relations with the Arab world in return for a withdrawal to the pre-1967 borders. But Bush did nothing to promote that objective until the November 2007 Annapolis conference, and even that belated initiative produced no concrete results.

The Best Weekend

The last weekend was the best weekend in the U.S. It was really fun. We went to see the baseball game and watch fireworks. The game was at night time between the Nashville Sounds and the Iowa Cubs. The game was interesting because both teams were competitive. When the game was over, there were a big fireworks. It was really unbelievable. I really enjoyed the game as well as the fireworks. On the next day, me and Nabin got a chance to visit the Blank Park Zoo of Des Moines. The zoo was really beautiful and full of animals, birds, fish, insects etc. We were lucky to see the birdman and his work in the zoo. We saw a lot of things that he performed in the zoo. It was so fun. On the next day, I went to the swimming pool with my friends and it was so fun in the pool. My weekend was so fun and I am so happy.

What I'm doing in my work is that I write a lot of things and I do interviews with people. The people I work with are so nice and kind. They help me a lot. They also are so friendy and they like coffee. They have nice likeable faces. They are also so cute. The first time on I came to work, it was so hard but then it became easy because the people that work here are so nice.

My other brather Abdulla he is 14 years old he want to be a math teacher. My other brather Ali he is 5 years old he is so cute and he is a great dancer. My sister Basma she is 11 years old she want to be a heart doctor or. My other young sister Rania she is 6 years old and she is so cute and she is always shy she is very good at panting so i think when she going to be old she will be very good at art. My mom she is very good at cooking and she is very nice to everyone she see she is not just my mom she is my best friend and my dad he is really cool father and he also love took. Both mom and dad work very hard here in America. They work for us so we can go to school, so we can buy what we want and for to start our life. I LOVE MY FAMILY SO MUCH

About Jordan

Jordan is one of the Middle East countries, which is bordered by Israel and West Bank to the west, Iraq to the northeast, Syria to the north, and by Saudi Arabia to the south and eastern part. The country of Jordan is comprised mostly of barren, waterless flat terrains in the east and raised grounds or highland regions in the west. Since Jordan is one of the desert countries, the climate within Jordan is hot and dry. Because of its individual geographical character along with its well-preserved locations, a multitude of prehistoric places, the presence of desert palaces, and its rich culture, Jordan continues to be one of the major travel destinations in the world.

Jordan Tourist Attractions

Amman

Amman is the capital of Jordan, most of the time regarded as the white city. Today because of the prevailing building constructions of the modern period, excellent tourist amenities and hotels are continuously branching out particularly in the jabal sections of Amman. The main attraction in Amman is the presence of the Roman amphitheater from the second century Ad located in the city center.

Petra

Nabateans mostly built this unique city, which is amazingly carved in a mountain, during the fifth and sixth centuries BC. The huge rocks delicately colored, most of them pink are some of the distinctive features of this mountain carved city. There are many structures in this city that are also major sites of interests including the Royal Tombs, Monastery, the High Place of Sacrifice, and the Roman Theatre. The most renowned part of Petra is Al Khazneh famously known as the Treasury, which has been chosen as one of the New Seven Wonders of the World.
The Dead Sea

Located 1286 ft below sea level, The Dead Sea is considered to be the lowest point on earth. Tourists because of the belief and teachings that the Biblical cities of Sodom and Gomorrah are underneath its waters frequent this place. The Dead Sea shimmers by day and night in a strange and dried out land. This creepy atmosphere is one of the reasons why travelers never missed out seeing the place.

Wadi Rum

Situated in the south of Jordan, aside from the things to see, Wadi Rum is a place where travelers can splurge themselves on sports activities like rock-climbing.

Madaba

For travelers who are keen on seeing religion related places, Madaba is the home of some religious sites like the Jordan River, where John the Baptist baptized Jesus Christ and Mount Nebo.

There are still many places of interests that are worth visiting in Jordan. Indeed, Jordan is worth a visit when considering a travel to a Middle East country.

*demanding teachers*

These are our most demanding English teachers. The most demanding teachers are friendy. They are happy and talk to us outside of class. They are also so cute and very good. They like coffee and have nice, like able faces because they smile alat. They are very stimulating to the students evry day. These teachers persuade us to follow the rules, to practice English, to stay in school and to graduate. They love to teach the students and they love the hard working students. Our most demanding teachers want us to learn English. These teachers do not want students to be late for class. They don't want the students to waste their time because teachers know that ESL students don't practice alot of English outside of class. Most students have less than 30 hours of English class each week. Time can not wait.

Today i want to talk about the demanding teacher who have lazy students. The student is very lazy and neglect. The teacher is how to help the student. The lazy students they don't want to worke hard and they are not smart in class. The demanding teachers be very angry because some students are they did'nt want to work hard. The teachers are work very hard but some students are very lazy and neglect so the teachers be very frastarted and their confused and then the teachers is how to help and how to learn. The smart students be very upset because they saw the lazy students not stimubting every day. The lazy students are how to successful their future and that is big problem. The smart students are sad because when they saw the teachers very frustrated and they don't want to work hard and they don't want to learning.

He speaks English and spanish. six girls and four boys are in my math class. There are many classrooms in my school and there is a big library. The library is my favorite place in school. The library has many books and computers. I like to use the computers in the library. Refugee
A refugee is a person who flees to escape conflict, persecution or natural disaster.
Owing to a well-founded fear of being persecuted for reasons of race, religion, nationality, membership of a particular social group, or political opinion, is outside the country of their nationality, and is unable to or, owing to such fear, is unwilling to avail him/herself of the protection of that country.
The concept of a refugee was expanded by the Conventions’ 1967 Protocol and by regional conventions in Africa and Latin America to include persons who had fled war or other in their home country. A person who is seeking to be recognized as a refugee is an asylum seeker. Refugee was defined as a legal group in response to the large numbers of people fleeing Eastern Europe following World War II. The lead international agency coordinating refugee protection is the Office of the United Nations High Commissioner for Refugees (UNHCR), which counted 8,400,000 refugees worldwide at the beginning of 2006. This was the lowest number since 1980. The major exception is the 4,300,000 Palestinian refugees under the authority of the United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA), who are the only group to be granted refugee status to the descendants of refugees according to the above definition. The U.S. Committee for Refugees and Immigrants gives the world total as 62,000,000 refugees and estimates there are over 34,000,000 displaced by war, including internally displaced persons, who remain within the same national borders. The majority of refugees who leave their country seek asylum in countries neighboring their country of nationality. The "durable solutions" to refugee populations, as defined by UNHCR and governments, are: voluntary repatriation to the country of origin; local integration into the country of asylum; and resettlement to a third country. As of December 31, 2005, the largest source countries of refugees are the Afghanistan, Iraq, Myanmar, Sudan, and the Palestinian Territories. The country with the largest number of IDPs is Sudan, with over 5 million. As of 2006, with 800,000 refugees and IDPs, Azerbaijan had the highest per capita DP population in the world.
The concept of the meaning that a person who fled into a holy place could not be harmed without inviting divine retribution, was understood by the ancient Greeks and ancient Egyptians. However, the right to seek asylum in a church or other holy place, was first codified in law by King Ethelbert of Kent in about 600 A.D. Similar laws were implemented throughout Europe in the Middle Ages. The related concept of political exile also has a long history: Ovid was sent to Tomis and Voltaire was exiled to England. Through the 1648 Peace of Westphalia, nations recognized each others' sovereignty. However, it was not until the advent of romantic nationalism in late eighteenth century Europe that nationalism became prevalent enough that the phrase "country of nationality" became meaningful and people crossing borders were required to provide identification.
The term "refugee" is sometimes applied to people who may have fit the definition, if the 1951 Convention was applied retroactively. There are many candidates. For example, after the Edict of Fontainebleau in 1685 outlawed Protestantism in France, hundreds of thousands of Huguenots fled to England, the Netherlands, Switzerland, South Africa, Germany and Prussia. Repeated waves of pogroms swept Eastern Europe, propelling mass Jewish emigration (more than 2 million Russian Jews emigrated in one million Armenians fled Turkey between 1915-1923 to escape persecution and genocide. The period 1881-1920 . VARIOUS GROUPS of people were officially designated refugees beginning in world war.

Refugees from Iraq have increased in number since the US-led invasion into Iraq in March 2003. An estimated 1.6-2.0 million people have fled the country. The United Nations High Commissioner for Refugees estimated in a report released in November 2006 that more than 1.6 million Iraqis had left Iraq since March 2003, nearly 7 percent of the total population. The BBC on 22 January 2007 placed the refugee figure at 2 million. By 16 February 2007, António Guterres, the United Nations High Commissioner for Refugees, said that the external refugee number reached 2 million and that within Iraq there are an estimated 1.7 million internally displaced people. The refugee traffic out of the country has increased since the intensification of civil war. As of April 29, 2008, the UNHCR estimated that over 4.7 million Iraqis have been displaced, with 2.7 million within Iraq and 2 million in neighboring countries. Most ventured to Jordan and Syria, creating demographic shifts that have worried both governments. A fear persisted in both countries, and others hosting sizable Iraqi refugee populations, that sectarian tensions would spill over amongst the exiles. These refugees were estimated to have been leaving Iraq at a rate of 3000-per-day by December 2006. Roughly 40% of Iraq's middle class is believed to have fled, the U.N. said. Most are fleeing systematic persecution and have no desire to return. Refugees are mired in poverty as they are generally barred from working in their host countries. In Syria alone an estimated 50,000 Iraqi girls and women, many of them widows, are forced into prostitution just to survive. A May 25, 2007 article notes that in the past seven months only 69 people from Iraq have been granted refugee status in the United States.In fiscal year 2006, just 202 refugees from Iraq were allowed to resettle in the United States. As a result of growing international pressure, on June 1, 2007 the Bush administration said it was ready to admit 7,000 Iraqi refugees who had helped the coalition since the invasion. In 2006, 1.27 million immigrants were granted legal permanent residence in the U.S., including 70,000 refugees. According to Washington based Refugees International the U.S. has admitted fewer than 800 Iraqi refugees since the invasion, Sweden had accepted 18,000 and Australia almost 6,000.As many as 110,000 Iraqis could be targeted as collaborators because of their work for coalition forces.
